Streaky Bay township master plans
For 12 years, strategic planning in South Australia’s Streaky Bay has been guided by the Streaky Bay District Management Plan (DMP). This document covers key areas of strategic relevance, including the environment, public open space, tourism, land use and urban design.
In 2022, in response to changing needs and priorities in the Streaky Bay area, the District Council of Streaky Bay worked with WAX Consulting to develop a suite of township master plans (TMPs) that complement the DMP and provide strategic planning guidance for six towns: Streaky Bay, Wirulla, Poochera, Haslam, Perlubie and Sceale Bay. Similar plans for Fishermans Paradise and Baird Bay will be created in the coming years.

Leading with community
The newly developed TMPs are long-term strategic frameworks designed to guide development, enhance liveability and increase connected growth in the district over the next 40 years. Developed in collaboration with communities in each township, these plans seek to create healthier, more inclusive and accessible built environments, with a particular emphasis on:
- climate change and adaptation
- healthy towns
- green-blue and grey infrastructure
- forecasted lifestyle changes
- economic development and tourism

Health value
- The development of active transport trails will encourage Streaky Bay District residents to engage in outdoor activities such as walking and cycling. Physical activity can improve mental healthi and reduce the risk of Australia’s leading killers: heart disease, stroke, type 2 diabetes and some cancers.ii
- Enhancements to local parks and reserves will encourage residents to strengthen their connections to the natural environment. Spending time in green spaces has been shown to enhance mental health by reducing symptoms of depression, anxiety and stress; boost mood; and increase feelings of happiness and wellbeing.iv
Economic value
- The TMPs are built on active living principles that will enhance the health and wellbeing of Streaky Bay District residents and reduce health care costs in the region.
- The TMPs’ emphasis on creating more vibrant, liveable towns will attract increased tourism and investment, which will subsequently deliver direct economic benefits to the district.
- The District of Streaky Bay Council drew on the TMPs to develop a successful grant application. The district will receive $1 million from the federal Active Transport Fund to construct a shared use path that will connect key locations within the community.
- The future focus of the TMPs provides a strong framework for capital works programs that will enable future growth.
Social value
- Community consultation over two years was central to the development of the TMPs. The result is a suite of planning documents that reflect the contemporary needs and priorities of Streaky Bay residents, thereby delivering strong social value.
- The emphasis on active transport networks that connect parks, town centres, and natural spaces will foster enhanced social connection within the Streaky Bay District.
- The TMPs’ adherence to universal design guidelines and compliance with the Disability Discrimination Act 1992 will create more inclusive, vibrant and accessible environments that all residents can enjoy.
Use value
- Collectively, the TMPs provide clear, long-term direction to guide growth, investment and development in the District of Streaky Bay. They are a practical tool for prioritising projects, securing funding, and ensuring infrastructure meets community needs, thereby supporting active, connected and liveable townships.
